About Us

The Company

Formed in 1993, Town and City Parking is now one of the largest and fastest growing car parking management companies in the UK.

We operate over 800 sites across the country and are the UK market leader in retail car park management. Clients include Asda, British Waterways, Local Authorities, Matalan, the NHS, Sainsbury’s, Somerfield and Tesco. We are also industry-leaders in event parking and marshalling.

In addition to our comprehensive off-street parking services TCP recently launched an on-street parking consultancy division to work alongside Local Authorities.

We offer our clients flexible car park management solutions freeing them to get on with their core business, while we get on with ours: providing effectively managed parking facilities and tackling problems of unauthorised parking and car park abuse.

Staff Profiles

Bernie Dickson
Managing Director

Bernie joined the board of TCP in 1996. The following year he bought out the previous Managing Director and has been running TCP ever since.

Bernie first came into contact with TCP when he was a Director and shareholder of Swedish parking company Sky Parks. At this time he was also a Director of three different companies in the travel, property and chemical sectors.

Before branching out on his own Bernie spent 20 years in the City as an Investment Manager.

 

Malcolm Holland
Director and Managing Director of TCPFM

Malcolm joined TCP in 1997. He heads up the facilities management division of TCP (TCPFM), responsible for general site maintenance, signage, security, installation and servicing of pay and display machines.

Previous positions include senior management roles within the construction industry.

 

Elaine Montgomery
Director

Elaine joined TCP in 2005 as Human Resources Manager and was appointed to the board in June 2007. Her key responsibilities include HR, Training, PR and Health and Safety.

Prior to working with TCP she worked in the leisure and hospitality sector as well as HR and Training for Wm Low and Tesco, having started her career as a management trainee with Asda.

 

John McLean
Regional Director

John joined TCP in 2007 and was appointed to the board in September 2008. John is responsible for front line operations across all of TCP's sites.

Prior to joining TCP John spent 25 years in airline management working with Scottish airlines Air Ecosse and Loganair before moving to Aviance UK where he was a regional manager with responsibility for 10 airports throughout the UK and Ireland.

 

Simon Fraser
Director

Simon joined TCP in 2008 and is responsible for TCP’s Business Support and IT teams as well as looking at general business improvement and strategy.

Following graduation from Manchester University in 1993 Simon spent 16 years at Asda where he worked in a range of different business areas including 1994-1999: Project Manager Customer Services; 1999-2001: Project Manager, Stores Of Learning; 2001-2002: Project Manager, People Renewal; 2002-2008 Head of Car Parks.

 

Gavin Mullen
Business Manager

Gavin joined TCP in 2005 and is business manager for Somerfield, Matalan, Iceland and British Waterways, and also responsible for TCP's property work.

Previously Gavin has worked for the Valuation Office Agency and spent 16 years as a Property Manager for a national retailer. Gavin is an Associate of the Institute of Parking Professionals.

 

Andrew Busby
Business Manager

Andrew joined TCP in 2008 and is Business Manager for Asda, Sainsbury's and Tesco. Previously Andrew was Car Park Project Manager at Asda handling car park management for new and existing stores. 

Andrew has also worked for Scottish and Newcastle Breweries as Business Operations Manager.

 

Alan McNaughton
Business Manager

Alan joined TCP in 2003 and is Business Manager for TCP’s NHS, housing and retail contracts.

Previously Alan spent 11 years with the European Commission as a Project and Contract Manager working on various programmes in Brussels and Dublin. He also worked with the MOD as a Professional and Technological Officer.

 

Stephen Crowther
Regional Operations Manager

Steve joined TCP in 2002 and is responsible for the day to day management of TCP’s Area Manager population.  Prior to joining TCP, Steve worked for a traffic survey company working with local councils to survey parking sites and usage, both on and off street.

 

Barry Nelms
Managing Director
Traffic and Parking Consultancy (TPC)

Barry was appointed MD of the newly-formed on-street parking consultancy division TPC in 2008. He is responsible for all public sector parking contracts. Barry has a wealth of experience in the public sector and before joining TPC spent seven years as Assistant Head of Parking Services at the London Borough of Camden. 

Barry is an elected member of the British Parking Association Executive Council, a member of the management board of the Safer Parking Scheme (Park Mark) and a Fellow of the Institute of Parking Professionals.

 

Ken Stone
Technical Director TPC

Ken joined TPC in 2008. He has worked in various car parking roles for several London boroughs and prior to joining TPC spent six years as CCTV Enforcement Manager at the London Borough of Camden.

Ken is a member of the British Parking Association and a Fellow of the Institute of Parking Professionals.

Car Park Management Case Studies

Case Study - Asda

It is vital for Asda to crack down on car park use by non-customers, as well as abuse of special needs parking bays and obstructive parking. 

TCP has worked with Asda for over 10 years and now manages the majority of the supermarket chain’s car parks nationwide. We provide tailored management solutions to suit individual site characteristics, including protection of Disabled, Parent and Child bays.

Case Study - British Waterways

TCP provides a comprehensive car park management service across a number of British Waterways pay and display car parks. British Waterways contacted TCP as they were having difficulties in resourcing site patrols and maintaining their pay and display machines.

TCP now provide an all encompassing service including machine and signage installation, maintenance, patrol, enforcement and cash collection. The scheme is managed under one agreement, generating cost efficiencies and additional revenue.

Case Study - Brighton Marina

Brighton Marina’s estates management team were particularly concerned about abuse of parking spaces by drivers not using the marina facilities.

TCP helped introduce a system of fixed penalty notices, which enabled specific targeting and control of areas which were being abused. 

Response times to problems have been considerably shortened, reducing the risk of disputes which could reflect negatively on the Marina. The Marina administration no longer has to deal with clamping, and the fixed penalty scheme is proving a highly successful deterrent. Clear, professionally produced signage, efficient administration and approachability have all been cited by the Marina staff as advantages of working with TCP.

Case Study - Harlow Water Gardens

The car park at Harlow Water Gardens was originally designed with barriers at the entrance and exits and a pay on foot system. However from day one it was apparent this particular system was not working with huge queues of cars waiting to enter the car park. Nearby roads were snarling up and many customers were choosing to shop elsewhere because of the problems. TCP was called in to have a look at the issue and come up with a solution. We completely redesigned the car park, removed the barriers and set up a pay and display system.

The problems disappeared overnight resulting in safer roads and an increase in the number of shoppers. Public feedback was extremely positive and the local authority saw an increase of over £1 million in additional revenue each year.

Marshalling

There are times when your car park will be under severe pressure – such as during peak trading periods or when construction work is taking place.  During these times you need to ensure that you make it as easy (and safe) as possible for your customers to get parked and navigate their way around the car park. TCP have a long history of providing car park marshals to major retail clients such as Asda (see case study) who now see this service as a key point of difference and an essential part of their service proposition.

TCP are also able to provide marshalling support for one-off events (see G8 case study) – where parking and traffic control is usually a major headache for organisers. We can take the stress away and ensure your event is as successful as possible.

Marshalling Case Studies

Case Study - Asda

TCP have provided Asda with marshalling services for over 10 years, most notably during peak trading periods such as Christmas and Easter. Every year since 2003 we have provided over 100 Asda stores with marshalling teams during the immediate pre-Christmas period. This has been massively successful in easing car parking congestion and is now seen as an integral part of Asda’s service proposition during the busy festive period.

Our marshals also provide a vital service during Asda’s major store extension or car park construction works, ensuring that customers have a safe and hassle-free route around the car park.

Case Study - G8 Gleneagles 2005

When world leaders, including George W Bush, descended on Glenagles for the G8 summit in 2005 the resulting media presence was handled by TCP. With security uppermost in everyone’s minds, and many protestors, this was not a simple job of marshalling traffic.

Our team manned the media car park 24 hours a day, and liaised with police, security staff and bus company managers to ensure all traffic flowed freely throughout the area. Their professionalism and expertise was personally acknowledged by the Foreign Office.

Disabled, Parent and Child Bays - Management and Enforcement

Abuse of Disabled and Parent and Child (DPC) parking bays is a growing problem, causing inconvenience and distress to those affected. More and more retailers and local authorities are determined to take action.

TCP has led the way in addressing the problem in partnership with major retailers such as Asda. We manage the whole process of implementing and enforcing DPC parking whilst priding ourselves on handling the issue sensitively.

The scheme has not only proved popular with the public but has the added benefit of being cost effective and can be self funding. This improved experience of parking can also increase customer loyalty. It has set a new benchmark for the parking industry and could potentially signal the end of the abuse of Disabled and Parent and Child bays.

The Disabled Persons’ Parking Places Bill recently received approval by the Scottish Parliament, and will soon become law. All Disabled Parking Places, including those in supermarkets, will be enforceable. TCP has in depth experience in enforcing these regulations with benefits to car park owners and customers.

Case Study - Asda

The abuse of Disabled and Parent and Child (DPC) parking bays is an on-going problem causing inconvenience and distress to those affected. Asda and TCP were the first in the retail sector to tackle the problem head on, introducing £60 fines for the abuse of DPC bays.

The first week of the trial showed immediate results: a 60% increase in the availability of DPC spaces, 93% customer approval and a significant reduction in customer complaints.

Leading charities, including Motability and Tommy’s called it a “major step forward”. Since its nationwide rollout national governments have recognised its success and other retailers and local authorities have adopted similar initiatives.

On-street Consultancy - TPC

Our consultancy division, Traffic and Parking Consultants Ltd, provides expertise on on-street enforcement. Using our considerable knowledge and experience of the Traffic Management Act 2004, we work alongside local authorities to provide solutions for urban and rural locations.

TPC is a market-leader in camera enforcement operations and can assist with surveys, feasibility studies, project planning and management.

Our consultants are led by Ken Stone and Barry Nelms who both previously worked at the London Borough of Camden. They have extensive knowledge of public sector procurement having been involved with public sector contracts with a total life value of over £50m.

On-street Consultancy Case Studies

Case Study - Kent Local Authority

TPC provided a fully detailed consultancy service to a local authority in Kent on the introduction of new controlled parking zones (CPZs).

Their comprehensive response included a detailed project plan, critical path matched against fixed budget, and they also advised Elected Members and senior officers on the formulation of parking policies as well as handling queries from the press and community.

In addition, they carried out a full review of the existing parking infrastructure, making recommendations concerning the future shape, size and structure of the parking service, and producing outline financial projections on the potential costs and income generation results of restructuring the service.

 

Case Study - Forest Heath Local Authority

Local authority Forest Heath awarded TPC a four-year contract to manage the council-owned car parks in Newmarket, Suffolk. Just one year into the contract the council has already seen an increase in parking revenue of 35%.

Fully-trained civil enforcement officers (provided by parent company TCP) patrol the town’s multi-storey shopping centre car park along with five additional off-street car parks and some resident’s parking areas. They have been responsible for a 44% increase in Penalty Charge Notices (PCNs) issued and a significantly higher recovery rate.

Town and City Parking Facilities Management - TCPFM

Your customers will take their first impression of your business from their experience of your car park. This is not just based on how easy or difficult it is to get parked, but also the general appearance and condition of the site. Our Facilities Management division (TCPFM) provides all of the services you need to ensure your car parking asset is kept in top condition – including general maintenance, landscaping, cleaning and litter collection.

TCPFM also offers advice on all aspects of site security, including CCTV, recruitment and performance of security staff.

Buy / Lease / Joint Ventures

TCP is experienced in creating mutually profitable joint ventures and joint developments, including turnover/profit share ventures, temporary solutions and ‘profit builders’.

We often work with property developers to turn sites awaiting development into temporary car parks. This enables developers to generate a good revenue stream whilst waiting for the planning permission or finance needed to start work on a site. One major property developer, working with TCP, has generated a return of £100,000 per annum from one site which otherwise would have remained unused and generated no income whatsoever.

National Health Service

TCP has a proven track record of working successfully with the NHS throughout the UK. Parking enforcement in hospital car parks is an emotive subject. But abuse of parking regulations in hospitals, whether it’s impeding emergency vehicle access, abuse of disabled bays or parking on double yellow lines, can have far-reaching consequences.

TCP staff are trained to the highest standards enabling them to operate effectively yet fairly. This ensures that patients, their families and members of staff receive the kind of service they expect and avoids the negative headlines often associated with hospital parking.

Housing Association / Residential

TCP can ensure your parking spaces are protected for your tenants. We advise on, and provide, enforcement schemes for residents’ parking such as the use of permits and regular patrols.

We have experience in handling the whole process from attending residents’ meetings through to assessing how many permits are needed and how any signage will work.

Park Mark - Safer Parking

Park Mark is an important initiative which aims to reduce car park crime and ensure users feel safe. It is a national scheme run in conjunction with the police.

To qualify for Park Mark status a car park must meet certain police criteria in several areas including lighting and access.

TCP can advise owners on bringing their car parks up to the required standards and help them in acquiring the correct certification. We can also manage the annual checks which are required to maintain the Park Mark accreditation.
